Therese Daly is the currently the President and CEO of the United Way of New York State.
Therese was most previously the Chief Advocacy and Government Affairs Officer at NYATEP and prior, Vice President for Mercury Public Affairs and worked out of Albany and New York City’s office. She brings a track record of accomplishments in the political, transportation, and financial sectors. Therese’s background includes a decade of experience with strategy development, business development, sales, communication, public relations and government relations.
Prior to joining NYATEP, Therese served as the Director of Correspondence in Senate Majority Leader, Andrea Stewart Cousins’ office. In this role she oversaw all direct correspondence and facilitated office communications between lobbyists, constituents, advocacy groups, and individuals as well as covid response, and special events to name a few.
Earlier in her career, Therese worked at New York Public Transit Association, handling their communications, legislative and advocacy efforts as well as their annual conference. Therese was drawn to transportation from her work as a commodities trader on the Chicago Mercantile Market prior.
Therese received a B.A. in political science from Siena College and has been the recipient of awards for her advocacy efforts and leadership such as Nominee for Forbes 30 under 30, YWCA Resourceful Woman Award, A Siena Saint Who Don’t Sit On The Sidelines, Friends of Recovery 2022 Recovery Community Spotlight Award Recipient. Therese was featured on City and State’s 2022 40 under 40 as part of a feature on the best and the brightest of Albany, a Rising Power Player in New York State by Politics NY and AM Media, City & State's 100 Most Responsible Leaders in NYS, 100 Most Powerful People in Economic Development in NYS, and most recently named a 2024 Trailblazer in the Nonprofit Sector in New York State.
Therese serves on the board of the Shaker Heritage Site and Eleanor’s Legacy.
Kelly Dodd - Chief Operating Officer of 2-1-1 New York Inc., and Vice-President of United Way of New York State

Kelly Dodd is the Chief Operating Officer of 211 NY Inc. and Vice President of the United Way of New York State, bringing nearly two decades of experience in the field of information and referral services. She has been a dedicated leader in this space since 2007, when she played a key role in launching 211 services in Western New York. Kelly's career is defined by a strong commitment to equity, community engagement, and systemic change.
In addition to her work with 211, she has held roles as a Fair Housing Inspector for Housing Opportunities Made Equal (HOME) and has a diverse professional background that has shaped her ability to connect with people from all walks of life.
A graduate of Onondaga Community College (A.A. in Humanities) and the University at Buffalo (B.A. in Linguistics), Kelly applies her expertise in communication, advocacy, and organizational leadership to drive meaningful change. She is deeply engaged in the Western New York community, serving on the boards of the WNY Coalition for the Homeless, New York State Alliance of Information & Referral Systems Inc., and the Erie County Disaster Preparedness Advisory Board.
Additionally, she is a City of Buffalo Living Wage Commissioner and an active volunteer, including as a certified free tax preparer.
In recognition of her impactful work addressing housing instability during the COVID-19 crisis, Kelly received the 2022 Advocacy in Action Award from Housing Opportunities Made Equal. Her passion for social justice and reducing disparities remains at the heart of both her professional and personal endeavors.
Deborah Naydan - Finance and Office Manager

With a diverse career spanning finance, office management, bookkeeping, and administrative support, Deborah brings a wealth of experience across multiple industries. She has a strong background in accounting, database management, and operational efficiency, supporting organizations ranging from corporate giants like General Electric and Knolls Atomic Power Lab to nonprofit entities such as the United Way of New York State.
Currently serving as Finance and Office Manager for the United Way of New York State, Deborah is responsible for bookkeeping, payroll, budgeting, audit preparation, and general office management. She expertly utilizes QuickBooks Online, Gusto Payroll, and Microsoft Office 365 to maintain financial accuracy and streamline operations. Her role also includes board support, equipment maintenance, and website management using WordPress.
Previously, she contributed her skills to Gerald D’Agostino, CPA, as a bookkeeper, reconciling accounts and preparing financial statements. At the Self-Advocacy Association of NYS, she provided essential fiscal and administrative assistance, handling payroll, purchasing, and board meeting support.
Earlier in her career, Deborah spent a decade as Office Manager at Interactive Instruments, Inc., overseeing all aspects of office operations, including accounting, purchasing, payroll, and shipping coordination for domestic and international orders.
Her tenure at General Electric saw her developing databases for gas and steam turbine spare parts, integrating pricing structures into company systems, and working with materials logistics.
Beyond her financial and administrative expertise, Deborah has a background in publishing, having manually typed the manuscript for Tattooing A to Z by Ted Naydan for Huck Spaulding. She also worked as a Freelance Editor and eBook Formatter, refining publications for Kindle Direct Publishing.
Deborah holds a Regents Diploma from Burnt Hills-Ballston Lake High School, where she earned the Lenora Guzzo Memorial Award. She has continued her education through home study courses, on-the-job training, and computer coursework at Schenectady County Community College.
Haroon Mall - Contract Manager

Haroon C. Mall is a seasoned financial and contract management professional with over three decades of experience in public service and nonprofit administration. With a strong background in accounting, grant management, and regulatory compliance, he has played a pivotal role in ensuring efficient financial operations across various government and nonprofit sectors.
Currently serving as a Grant Manager at the United Way of New York State, Haroon oversees the preparation and processing of contracts and claims, ensuring timely and accurate submissions in collaboration with state agencies and subcontractors. His expertise in financial oversight and contract administration has been instrumental in supporting workforce development and social service initiatives across the state.
Prior to his current role, Haroon had a distinguished 25-year career at the New York State Department of Children and Family Services, where he retired as a Contract Management Specialist II. In this role, he provided essential training and supervision to junior staff while advising senior leadership on complex contractual and financial matters. His work was crucial in optimizing contract processes and ensuring compliance with state regulations.
Earlier in his career, Haroon gained valuable experience as a Senior Food Stamp Examiner at the Albany County Department of Social Services, where he assessed financial eligibility and managed benefit calculations for clients. He also worked as a Weights and Measures Inspector for the New York State Department of Agriculture and Markets, conducting audits and ensuring regulatory compliance for commercial establishments.
Haroon holds a Bachelor of Science in Accounting from Russell Sage College, equipping him with a strong foundation in financial analysis, contract management, and regulatory compliance. His extensive experience and commitment to public service continue to make a meaningful impact in the fields of workforce development and social services.
